2005 PSU-INGAYEN PUBLICATION CONSTITUTION

We, the staffers of the CAST Chronicle, the official publication, imploring the aid of Almighty God, in order to organize more dynamic college journalists, insure the realization of our aspirants, provide a common basis of our acts under the atmosphere of love and loyalty, promote our common good, and secure to ourselves the legality of its creation, do ordain and promulgate this Constitution and By-Laws

Article I-Name and Address

Section 1: The organization shall be known as The CAST-Chronicle, the official campus publication of Pangasinan State University-Lingayen Campus.

Section 2: The official permanent address of this organization shall be The CAST Chronicle Office, Convention Hall, Pangasinan State University, Lingayen Pangasinan 2401

Article II-Declaration of Principles and Objectives

Section 1: Cast Chronicle is a duly recognized association of our Pangasinan State University-Lingayen Campus bonded by common aspiration to support the welfare of the studentry of this University.

Section 2: The publication adheres to the freedom of expression principle and supportive of the policies of the university in building information reliability and in promoting cooperation among its constituents.

Section 3: The CAST Chronicle shall at all times strive to:

  1. Promote and defend the rights and lawful interest of the members;
  2. Enhance and enrich the journalistic skill of all members through training, seminars workshops, and mass orientation programs.
  3. Serve as the advocate of the masses, particularly the interest of the student sector by serving as the official instrument and channel through which they are able to voice out their needs, demands and grievances to concerned authorities for immediate and proper action and,
  4. Inform the studentry on important and timely University and national issue to help them create a ration al and enlightened opinion essential to the synergism of thoughts.

Article III Membership

Section 1: All bona fide student of Pangasinan State University-Lingayen Campus shall be automatic members of CAST Chronicle to be determined as follows:

Special members –All stafers of the editorial board of our campus, who successfully passed the series of qualifying written and oral exams given by the adviser/s, provided they meet the following requirements:

  1. Must submit at least one (1) article for every issue of our campus paper and
  2. Must have their names published in the editorial box of the current school year upon meeting the aforementioned requirement.

Regular members­­­-All students of Pangasinan State University-Lingayen Campus, provided that he/she is official enrolled in a Bachelors Degree shall be shall be qualified to become regular members.

Section 2 All members shall also pay a membership fee, one amount of which shall be decided by Board Regents.

Section 3: Membership to the school publication is upon discretion of the adviser/s, provided  the staffers  have met  the necessary requirements and manifested unwavering interest  in the organization.

Section 4 The advisers of every College shall compose the list of Consultant.

Article IV-Dues

Section 1 Every semester five percent (5%) of the college paper fund shall be allotted at the membership fee for the PSU-Editor Guild (PSU-PEG).

Section 2: Ninety five percent (95%) from the total amount of the college paper fund collected every semester shall be a follows:

a. School paper publication and

b. As revolving find of the organization

Section 3: Disbursement from the school paper fund shall be made only upon the approved resolution of the regular members of the CAST Chronicle; and be subjected to proper accounting and auditing procedures.

ARTICLE V –FEES

Section 1: The CAST  Chronicle shall give certificates of Plaque of Recognition  and the like in recognition of participants and invited speaker  during journalistic endeavors in the university, such  as the campus-wide and university-wide journalism seminar workshop, expenses of  which shall be taken from the CAST Chronicle fund.

Section 2: the CAST Chronicle fund shall have shoulder all the expenses incurred in the publication of the CAST Chronicle and other expenses relevant to its operation.

ARTICLE VI –ADVISORY AND CONSULTANCY

Section 1: the CAST Chronicle shall have an adviser that will oversees all of its activities and efficient of functions within the organization.

Section 2: the adviser shall have the ff. qualification:

1.Must be a member of the faculty of PSU–CAST

2.Must be an English major and the best in of excellent supervisory skills credibility and with superb journalistic skills:

3. Must have not been convicted of any administrative case.

Section 3: The adviser shall be appointed by the College Dean.

Section 4: The adviser must be present during staff.

ARTICLE VII-OFFICIAL PUBLICATION

Section 1: The official publication which is the CAST chronicle shall be published once per semester, at least

Section 2 The Editorial board of the CAST Chronicle shall be composed of the Editor-in-Chief, Associate Editor, Managing Editor, News Chief, Features and Literary Editor, Devcom Editor, Sports Editor, Circulation Editor and writers staff.

Section 3: CAT Chronicle shall have its own constitution and by-laws, upon which the publication adhere to as independent part of the organization for the purpose of transparency, balance and fair, stand on issues.

Article VIII – TENURE OF OFFICE

Section 1: The staffers of The CAST Chronicle shall hold office for term of one school year upon induction in office. However, any staff member may hold office for any of term upom reappointing of the adviser.

Section 2: Any staff member shall step down from his/her designated position upon remiss in appointed entries as upon the discretion of the adviser.

ARTICLE IX Duties of Staffers

Section 1: Editor-in-Chief, being the head of the organization shall

  1. Have direct control and must exercise supervision over all activities, staffers and committees of the organization.
  2. Preside over all meeting of the organization with the right to vote only to break the tie.
  3. Recommend disbursements of funds to the treasurer.
  4. Represent the member of the organization in its business transaction and sign in its behalf all contracts, obligation and official documentation made in accordance with the by-laws
  5. Call special meeting of the organization when he deems necessary or upon request of the tree-fourths of its members and
  6. Work on the editing of all articles to be published in the.

Section 2: The Associate Editor shall be next to the Editor-in-Chief and shall further

  1. Take charge of the duties and responsibilities in the absence, non-continuance of the schooling, resignation, permanent disability, inability or any other cause of the Editor-in-Chief
  2. Assist the editor- in- chief in the discharge of his duties and perform such other functions as may be assigned to them by the Editor-in-Chief and
  3. Work and pass on articles fit for in campus paper publication.

Section 3. The Managing Editor shall:

  1. Act the circulation eitor of the publication
  2. Keep the journals of all the proceedings of the organizations;
  3. Be a custodian of all the correspondence and papers of the same;
  4. Certify of all officials ‘ acts of the organization;
  5. Prepare the semestral or annual accomplishment reports;
  6. Attest to all resolutions signed by the Editor-in-Chief;and,
  7. Perform other such duties as may be assigned from time to time by the Editor-in-Chief.

Section 4. The News Editor shall:

  1. Gather raw data and has the duty to make and collect new concerning and relevant to the students in with and outside the university
  2. Edit the news articles submitted by other staffers; and,
  3. Perform other such duties as may be assigned from time to time by the Editor-in-Chief.

Section 5: The Features / Literacy Editor shall:

  1. Work on articles fit for  the  campus paper  publication: and;
  2. Do the ending of the submitted articles by the contributors.

Section 6: The Sports Editor shall:                                                                             `

  1. Work on all articles pertaining to sports.
  2. Edit of the passed sports articles by others staffer.
  3. Participate actively in any sports undertakings of the university and nearby community the involved the studentry and the university
  4. Perform such other duties as may be assigned from time to time by the Editor-in –Chief

Section 7: The Devcom Editor shall:

  1. Work on articles concerning Development Communication
  2. Edit submitted Devcom articles of other staffers and
  3. Perform other such duties as may be assigned by Editor-in-Chief

Section 8: The Artist shall:

  1. Work on the illustrations of the articles submitted by the staffers of the publication
  2. Voluntarily contribute article relevant to the publication and
  3. Ensure the qualityand appropriates of each illustration submitted by the contributors
  4. Coordinate with the layout artist and photojournalist in term of school publicatuion layout.

Section 9: The Layout Artist shall:

  1. Work on the layout of the campus publication
  2. Coordinate with the Photojournalist of the publication layout.

Section 10: The Photojournalist

  1. Work with the staffers in covering events by providing pictorial coverage and assistance
  2. Coordinate with the layout artist in terms of campus paper layout and
  3. Perform such other duties as may be assigned from time to time by the Editor-in-Chief

Section 11: The Staff writers shall:

  1. Gather raw data necessary for the news, feature, sports and development communication articles required for campus paper publication
  2. Perform other such duties as may be assigned by the Editor-in-Chief

Article  X-Meeting

Section 1: A regular meeting of the organization shall be held at least once every week, the venue and the date of which shall be determined by the staff. As exigencies of the service so requires a special meeting shall be called by the Editor-in-Chief.

Section 2: A special meeting of the organization may be called by the Editor-in-Chief the officers/members and the Adviser/s of the Association.

Article XI-Quorums

Section 1: The order of business during meeting shall be:

  1. Roll call
  2. Reading and review of the minutes of the meeting of the previous meeting
  3. Present business based agenda
  4. Unfinished business
  5. Other business
  6. Adjournment

Section 2: Editor – in-Chief shall act the presiding officer in all meetings of the organization

however in his absence or at his request any of the association shall preside

Section 3: The member shall abide by the rule of the majority in all deliberations of the

Organization.

Section 4:  In the event that the organization is invited the Editor-in-Chief

Section 5: No disbursement shall be made without the approval of the Editor-in-Chief

ARTICLE XII-MISCELLANY

Section 1. At the end of the term, the editor-in-chief should make a written report to the member

ARTICLE XIII – RESPONSIBILITIES POWERS OF THE MEMBER

Section 1: All members shall:

  1. Attend all meetings/conference of the organizations
  2. Member should be informed of all events/issue activities of the organization
  3. Have the right to scrutinize record of the Organization for purpose of transparent interfacing
  4. Make suggestions/proposals for whatever is good for the Organization

ARTICLE XIV-DISCIPLINARY ACTION

Section 1. In the event that an officer member fails to comply with his duties and responsibilities,

he/she shall be subject to:

  1. Disciplinary action sanctioned by the Adviser for failure to attend regular meeting conference except for reasonable and justifiable reasons:
  2. A fine amounting to Php 10.00 for failure to attend schedule meeting conferences unless having reasonable and justifiable excuses; the funds collected shall be used as additional revolving fund by the organization.
  3. Expulsion from the organization by the adviser due to staffer’s non-compliance with any rules and regulations pertaining to the organization. It is therefore upon the prerogative and discretion of the Adviser to appoint other staffers to the position to be vacated by the latter.
